CI/CD Home MVC: Pipeline editor with commit

For part 2 outlined in &4540 (comment 424441378).

In this step, we should:

• add the commit form functionality and make the editor interactive

There is a little uncertainty here because I do not believe we have updated the visualization to change as the user types, so this would require a little new code to update the data passed to the vis on tab click.
