Wiki Page: Improve the design to achieve visual consistency with editing view
Problem to solve
When I view or edit a wiki page, I want to feel a consistent user experience between both UIs.
Proposal
We propose making the following changes to the Wiki page’s view
- Move edit button to the actions toolbar. Change the button’s variant to primary.
- Move the "Page history" button to a dropdown.

This is reducing UX debt and is unlikely to increase usage of wiki's in and of itself

Changes to E2E tests required, this will need to be done in the same MR as the development. Please run package-and-qa and assign a SET to review.
