Allow dragging issues to collapsed “closed” list

Problem to solve

Issue boards often have a lot of lists and the “closed” list is cluttered with old issues. That's why this list is usually collapsed in issue boards.

However one cannot drag issues to the “closed” list if it is collapsed. So it always has to be re-opened, dragged and then closed again.

Proposal

It should be possible to drop issues on collapsed lists of issue boards. This is especially important when gitlab-ce#40630 gets implemented.

What does success look like, and how can we measure that?

Opening and closing of collapsed closed column decreases.
