Add message to 500 page for issue list searches that timeout referring them to global search

From time to time we can see quite a few timeouts loading the issue list.

proposal

What if we added a message to these 500 pages with a hint to try global search?

provide a link they can click and that will try the best effort to execute the search using the global search.

It would be something like: "Sorry, this query is taking too long, do you want o try to execute it via [Global Search] ?"
