Navigation: Single project/group/more selection experience MVC

Problem to solve

• As discussed here: #255325 (closed)
• Projects and groups have their own unique dropdowns when they actually occur in the same tree structure.
• Instance-level items feel out of place in our current nav structure - making it difficult for cross-stage features like analytics, security & ops to create coherent workflows.
• There isn't a strong enough indicator in the nav of what workspace a user is currently in.
• There isn't a strong enough differentiation in our navigation between the workspace types e.g. projects, groups, instance

User experience goal

1. Simplify navigation by...
   1. Consolidating workspace (instance, project, group, user) and capability views (analytics, security, ops) into one selection experience.
   2. Increasing the clarity of what workspace a user is currently in.
   3. Increasing the clarity (and therefore differentiation) of what workspace types a user is currently in.
2. Lay the foundations for extensible org constructs (&2885 (closed))
