Contents in the "Admin Notes" is volatilised when the user record is created.

Steps to reproduce

  1. Admin Area -> Users

  2. Click New user button

  3. Input some notes in the "Admin Notes" Screen_Shot_2019-01-07_at_9.44.09_am

  4. 'Save changes' but No Admin notes Screen_Shot_2019-01-07_at_9.44.34_am

  5. Click 'Edit'

  6. Input the notes again Screen_Shot_2019-01-07_at_9.45.18_am

  7. 'Save changes' and now the notes appear correctly. Screen_Shot_2019-01-07_at_9.47.13_am

What is the expected correct behavior?

The note must be stored from the first.
