integrating gitlab with harbor

Need to integrate gitlab with VMware Harbor Enterprise Image Registry (https://goharbor.io/)
Proposal
Harbor provides support for proxying and caching container images from a variety of sources mentioned here: https://goharbor.io/docs/edge/administration/configure-proxy-cache/. GitLab should be in that list of supported registries so that customers looking to use Harbor and GitLab together can do so.

Becuase docker registry is only cli based server, don't provide Multi Tenant, HA, Scanning & Vulnerability Analysis Extensible API and graphical UI etc
