Top-level Labels Not Appearing in Sub-Group Projects

Description of the problem

I recently created a sub-group called open-source under my top-level group called hyper-expanse.

Upon creating the sub-group I proceeded to migrate all JavaScript projects from the hyper-expanse group to the open-source sub-group.

The top-level group has the following labels (the screenshot is only a few of the labels that are available in that group):

Please notice the advance-release-workflow label at the top of the list.

On the labels page for semantic-release-gitlab, the following labels appear:

As you'll notice, the advance-release-workflow label from the top-level hyper-expanse group does not appear in the list.

If I were to create a label in the open-source sub-group, that label would appear in the labels list for semantic-release-gitlab.

So in summary I believe labels from the top-level group should be appearing in the sub-group, and project, label pages.

June 15th is when I believe I created the open-source sub-group.
