Update GitLab Monitoring docs to recommend Prometheus

Our GitLab monitoring docs are currently fairly confusing, with little guidance on which service to pick. We should improve this by:

1. Re-order the list of monitoring sources and make the options more clear: https://docs.gitlab.com/ee/administration/monitoring/
2. Be more proscriptive on which metrics format we recommend
