Force 2FA on Group project members

Problem to solve

Force 2FA on members in the projects of a group. Right now you can only force it on Group members but this ignores the fact that you can have projects in a group that some people are allowed to access. Thus making everyone a member of the group, then forcing 2FA doesn't suffice.

Example, we want all repos to have 2FA but not all members in our group. This happens when we have outsources teams working on a project or developers lacking security clearance.

Proposal

Add an option in the Group settings that allows me to force 2FA on the Groups' project members in addition to the Group members.
