New unexpanded file has wrong icon and missing "expanded" text

In https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/8802/diffs, there is a new file in ee/spec/lib/gitlab/json_cache_spec.rb:

Notice it doesn't say anything about expanding the diff.

If I click the icon on the left, it then loads the diff:

If I click again, it does the right thing:
