More options for project issue visibility

Hi,
I'm using the gitlab instance at https://salsa.debian.org and especially the linux project. The project is public, but issues are restricted to project member because bugs against the Debian linux package should be reported in the Debian BTS (and thus only project member should be able to create issues).
Unfortunately, that means that it's not even possible for users outside the project or unsigned users to see the issues.
Target audience
Project managers for setting the visibility, every one else for accessing them.
Further details
For an open-source project, that means people can read stuff even if they didn't join the project.
Proposal
I think it'd be nice to have a third level of visibility to allow read-only access to issues.
What does success look like, and how can we measure that?
Not sure what to put here but I guess it's a bit self-explanatory?
