User admin approval - Approve user via admin UI

Problem to solve

As part of &4491 , we need a way for system administrators to approve users that have requested access to an instance.

Intended users

• Sidney (Systems Administrator)

User experience goal

Proposal

In the user details screen that can be accessed via the admin panel, show a panel if the user is pending approval.

"This user has requested access"

" Approved users can

• Sign in.
• Access Git repositories.
• Be a member of groups and projects."

" Approve User"

Once approved, this panel goes away and the user is moved out of the pending approval state.

Will be similar to the other panels already shown.

The other option presented should be "Block user"
