User admin approval - Toggle to enable
Problem to solve
As part of &4491 , we should create a toggle to enable this new admin user registration approval workflow. It should not be on by default for new instances now but that will be changed in a future release.

Under signup restrictions, add a new option that is selectable when sign up enabled is selected ("Administrator approval required" "When enabled, new user registrations are accepted but must be approved by a system administrator" .)
