Render suggested changes in draft merge request review notes

Currently that's how ``` suggestions will appear like in Draft notes (batch review):

That happens because Draft Notes is different from Diff Notes on the backend (separate tables).

Today, the suggestions table saves the note_id, which always stores the DiffNote record. Ideally, we should also be able to save the draft_note_id. Unless there's an alternative to that.
