Broken link created for a MR URL when the current URL has an extra / at the end

Example

  1. Visit gitlab-shell!257 (merged) (notice the actual URL has a trailing /)

  2. Select the first comment, hover over 'X days ago', right click and select 'copy link location' _gitlab-shell___GitLab_2018-12-12_13-35-21

  3. The link produced will be https://gitlab.com/gitlab-org/gitlab-shell/merge_requests/257/#note_122598887 where as it should be https://gitlab.com/gitlab-org/gitlab-shell/merge_requests/257#note_122598887. if you proceed to create a new comment and preview, you will see the URL is not parsed correctly and is broken:
