Send notification email when instance update is strongly recommended after release

Problem to solve

Sometimes we are unaware that our GitLab instance is in the "update asap" mode.

Further details

Even if the web interface is not used for a period of time, it is still important to be up to date with security fixes.

Proposal

Can we add a periodic check server-side that will send a notification email when a security update is available?

E.g. similar to Settings > Reporting > Abuse reports
I.e. Settings > Reporting > Security updates
