Confidential issue > Create confidential MR > Dropdown inside dropdown

When you have a confidential issue and want to create an MR from the issue UI, we show a dropdown to create a confidential merge request. When choosing the project, there is another dropdown inside this dropdown to select the project.

We should not use a dropdown inside a dropdown.
