Remove non-versioned terraform state replication

The original terraform state replication for geo didn't leverage the versioned state. Since the versioned state is being migrated, I'm going to go ahead and remove the non-versioned state code.

For staging workflowverification, we can just verify that this is removed from the views in the admin and that should be sufficient.
