Add keyboard shortcuts to expand/collapse side navigation and issuable side bar

Problem to solve

Depending on the current GitLab page I am consuming (and my current Desktop setup), I regularly expand/collapse both the global left side navigation and the right issuable sidebar.
I'd love to have keyboard shortcuts that allows that to save a bit of time.

Inspired by Slack's CMD + . shortcut to show/hide right pane.

Proposal

Let's find out if we can add keyboard shortcuts for these UI options. The context-dependent sidebars should share the same shortcut combination as they are unique on a page.

• Global side navigation
• Issue sidebar
• Epic sidebar
• Job sidebar

What does success look like, and how can we measure that?

We could measure how often these expand/collapse actions are triggered before and after this addition.
