Docs feedback: Protected Branches - Changelog misses regression of feature

In 8.11 the following functionality was added (to the changelog):

Allow creating protected branches that can’t be pushed to gitlab-org/gitlab-ce!5081

However, in 9.2 the functionality was regressed (https://gitlab.com/gitlab-org/gitlab-ce/issues/28968). This does not show in the changelog causing confusion.

Please update the changelog to reflect the regression.
