Add ability to filter labels by group or project labels

Problem to solve

There's no way to show only the project or group labels of a project.

Further details

I want to be able to see which labels are scoped to my project and not to a group in order to not mistakenly take some wrong actions that might affect the group.

Proposal

Add the "Project labels" and "Group labels" options in the labels filter dropdown
