Notification icons: Add icon for "custom" notification settings
Base on the proposal in #254224 (comment 416711088), we should:
- Migrate the dropdown and remove the icon in it will go away, and
- Display the
notificationsicon on the left (next to the group) name, when a user hascustomnotification settings enabled.
