Custom "On mention" notification level for assigned / created issues / merge request

Description

Currently when you are on "On mention" notification level, you don't get notifications about comments in assigned issues / merge requests, what is quite inconvenient.

Proposal

Make "On mention" notification level configurable, and make it possible to check checboxes like

• Notify me about activity in issues assigned to me
• Notify me about activity in merge requests assigned to me
• Notify me about activity in issues created by to me
• Notify me about activity in merge requests created by to me
