Allows users to disable Logging

Problem to solve

In Settings > General, users can decide to turn different product features on and off.

This can be useful for people who are feeling overwhelmed by the GitLab sidebar, and are not utilizing all of our offered features.

Outside of the metrics dashboard, there isn't currently anyway of turning off Alert, Incidents, Error Tracking, Tracing.
