Consider putting all public GitLab data into BigQuery public data sets

Right now all of GitHub's public data (commits, issues, comments, etc.) are all available for public analytics as a public dataset in BigQuery. We should consider doing the same for GitLab.com . This would also help us internally with doing analytics on feature usage and querying for complex commit data (eg. "how many Java projects are using Maven?"). This kind of analytics could be used by the community as well which may even get back to us as better data driven insights.
