Quickly find comment in an issue / MR
Problem to solve
When navigating a long MR, I want to be able to find the exact note I am looking for without scrolling backwards and forwards aimlessly.

Proposal
Show a "table of contents" for all comments. The user can then click on an item to jump to that comment. Each item in this TOC could have :
- Commenter name
- Comment snippet
- Date/time of comment
UI wise - this can be implemented in many ways. E.g.
- Sidebar TOC (see Wikipedia mobile app)
- "Collapse" all comments into a single line (hence enabling easy scan)
- TOC floating drop down
What does success look like, and how can we measure that?
Users can click directly to the comment they want in one click
(If no way to measure success, link to an issue that will implement a way to measure this)
