Update the label with latest Pajamas component

It was coming from #225630 (comment 413013283) this thread.

Problems to solve

We don't currently use the component derived from the latest Pajamas.

Expected changes

Update the badge status with the button. Link would lead users to the upgrade landing page https://about.gitlab.com/update/
