Zero contributions in summary of activity when contributions were made

Summary

On a user's activity page, in the summary of activity visualization, the square is gray when you hover over a date and it says 0 contributions. However when you click on the date there are contributions below the visualization. The visualizations works as expected about 95% of the time but there is a period of time during the day when a contribution is made and the contribution is not "counted" in the visualization.

Steps to reproduce

1. Set the timezone to CST.
2. Make contributions around 8:00pm (20:00) CST.
3. Check the activity visualization and the square for the date will show 0 contributions for the day. When you click on the date, it will show the contributions you made.

What is the current bug behavior?

When you make a contribution during a certain period of time during the day, the contribution is not "counted" in the visualization.

What is the expected correct behavior?

The box for the day should be colored and tool tip should indicate the number of contributions you have made for the day.
