Updates to mirror repo no longer trigger GitLab pipelines

Summary

When updating a mirrored Bitbucket repository, GitLab pipelines no longer run automatically (this worked before, but stopped), although commits are pulled to GitLab and pipelines can be manually triggered.

Known workarounds

It has been observed that after this fails the setting mirror_trigger_builds is set to false and after the mirror is fixed the setting is not set back to true. This can be done with the Projects API endpoint.
