Allow user mentions across groups

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

There are a many times we need to @mention users who are not currently members in our group or project. This is pretty troublesome, so as a workaround we've taken to adding a lot of people in other groups to groups they aren't actually in so we can @mention them. Not very ideal.

It would be really nice to be able to have an option to enable global @mentioning.
