This is when a user adds an emoji on the issue/merge request/epic object itself, right below the description. This can be the thumbsup, thumbsdown, or any other emoji that the user adds.

This is separate from the receiving notifications for emoji reactions on comments, which is in https://gitlab.com/gitlab-org/gitlab-ce/issues/29070.

Anyone would regularly gets notifications on the issue/merge request/epic, would also get the notification here.
