Have an Auto DevOps project set up always on staging and run the pipeline for every release

In order to be sure that any release that touches Kubernetes integration or Auto DevOps is backwards compatible we should just have a project set up for our team that we can just re-run the pipeline for to validate nothing broke. This is a cheap way to get confidence about backwards compatibility and would have helped with catching gitlab-com/gl-infra/production#566 (closed) before it made it to production.
