Can't use quick action to set milestone when the project only has milestones from parent group

For example, there's no milestones here: https://gitlab.com/gitlab-org/quality/triage-ops/milestones

But we could actually use the milestones in: https://gitlab.com/groups/gitlab-org/-/milestones

Only works with web UI, not quick actions.
