[usability issue] Chaning project from private to public leaves other settings unchanged

I changed recently some projects from private repo to public repo. I was unaware that by changing one thing, other things like access to source code, issues will be kept as private, so for a few weeks the projects looked like empty for everyone but me. I could see source code, issues etc. but anyone else couldn't.

I understand that changing the project from private to public shouldn't make everything public, but maybe such change should "restore" default settings of a public project, or notify a user that source code and other settings were not changed?
