import_export: Can't import a project that is exported from an older CE version

The project that was exported from a an older gitlab CE can't be imported on gitlab EE

Steps to reproduce

Export (download) a project with Java code from "GitLab Community Edition 9.0.5 a6b9899d" Import the project to "GitLab Enterprise Edition 9.2.2-ee b0041675".

What is the current bug behavior?

A message appears: The repository could not be imported. Error importing repository into NeeLonGit/test - Import version mismatch: Required 0.1.7 but was 0.1.6

What is the expected correct behavior?

The project should be imported.
