After https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/22106 got merged, the timer for delayed jobs in environment list dropdown is not dynamic yet

Solution

UX has been defined already in https://gitlab.com/gitlab-org/gitlab-ce/issues/52135

make the timer for delayed jobs in environment list dropdown dynamic (similar to https://gitlab.com/gitlab-org/gitlab-ce/issues/52135).

What does success look like, and how can we measure that?
