Comment are not displayed correctly in MR/Changes

Summary

The similar issue is 48237

After migrating from Gitlab 10.8 to Gitlab 11.4 following thing happen:
Merge requests created in Gitlab 10.8 have now in Gitlab 11.4 comments as they have in section Discussion, but in section Changes these are not displayed at all.
New comments added in Gitlab 11.4 to the same MR (even into the same file) are displayed correctly in Changes section.

Moreover it looks like the behavior differs for .java file (described above) and for .xml files. Even comments added in Gitlab 11.4 for the latter (.xml files) are not displayed at all.

Relevant logs and/or screenshots

Screenshot bellow shows Changes section with only one comment (that added already in Gitlab 11.4), but discussion contains 25 entries - 24 of these are not displayed/toggle-able avatar icons for theses are not there.
