Create a manual pipeline to be run on the Crowdin translation MR

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

This is part of a wider effort to automate the steps required to merge translations from Crowdin. Investigation into the overall approach was done here: #227181 (comment 410472981)

Goal

To create a pipeline that can be triggered either on the master-i18n branch, or to create the master-i18n branch so that we can add automate the steps that we normally perform manually.

Examples of this include:

  1. Disapproving translations that fail the linter: #23256
  2. Calculating the translation coverage: #18923

As a result of completing this issue, we should have a pipeline that can be manually triggered only on the master-i18n branch that executes the script created in: #23256
