[VSA] Filters not working for custom stages

I can’t get the [VSA] filtering to work. After setting up my basic [custom] stages, then filtering by a label... nothing changes. from @gweaver in Slack#g_manage_analytics

In VSA, fix the filters so they are applied to custom stages.
