Create a new Jira issue from unresolved MR threads

Problem to solve

When a user has configured the Jira integration, we should assume that is their primary source of truth of project management and work tracking. From that view, our ability to create and issue from unresolved MR threads should allow a Jira issue to be created if that integration is configured.

Proposal

Leverage the work done in #245425 to extend this functionality to this feature as well.
