Log all local filesystem accesses in structured way

The problem

In order to improve the Object Storage support we need to understand where and how we access the filesystem.

We should provide a structured way to log all filesystem access read/write/append, filename, who as this will answer us what is needed to break dependency on filesystem in order to implement https://gitlab.com/gitlab-org/gitlab-ce/issues/52813.

The proposal

Log all occurrences of:

• open with access mode
• copy
• move
• unlink
