Problem to solve

As an iteration to improve upon &3155, we should include audit detail in the exportable report to include who granted the user's access and when.

Intended users

• Cameron (Compliance Manager)

User experience goal

When exporting the user access report, a user should see when access was granted for the group(s) and/or project(s) as well as who granted the access.

Proposal

Include two additional columns in the csv file: potentially access_granted_by and access_granted_datetime

Stretch Goal: Add parity with the /members API.
