Reporter level not enough for browsing package lists

Summary

When trying to browse the packages for a group where I have "Reporter" access, I get the following error message in the UI:

Something went wrong while fetching the packages list.

According to https://docs.gitlab.com/ee/user/permissions.html should be enough to pull packages but the same doesn't seem to be the case for browsing the package list.

Steps to reproduce

1. Get a user with "Reporter" level access to a group
2. Go to the packages listing on that group

What is the current bug behavior?

Right now, the UI returns an error message indicating lack of permissions.

What is the expected correct behavior?

Reporter level should (?) have browse access to the packages also within the UI.
