Harmonize SCSS-lint and prettier

Currently if you run prettier against all of our stylesheets, it will produce output that violates our SCSS-lint rules (see gitlab-ce!22259). We need to find a way to harmonize these before we can enable prettier for CSS and SCSS files again.

For now, we have disabled prettier for *.css and *.scss with gitlab-ce!22476
