Add notification for new group and new project creation

Certain customers have asked for the ability to get notifications for certain events that are not contained in the current notification system:

We'd like to add "new group" and "new project" to the list of events, if possible.

• new_group
• new_project

The end goal is that an "admin" or "compliance" team member would be able to get an email when one of these things are created.
