User groups without project groups

When we create a new project and assign a team to it, we should already have a group with the desired team — or add a list of users to the project.
Sometimes you want to call the users of a group in issue or MR (@groupName
), while not all users of the big group - but exact ones. For example, @managers
, @testers
, @front-end developers
, etc.
If you create empty groups for these categories of developers, they will displayed in the list of projects / groups in the interface, although they are not needed.
Proposal
Separate project groups and user groups or add the ability to create a user group without creating a project group (checkbox).
What does success look like, and how can we measure that?
Do not display user groups in the project group list
