Add a "sign up for Confluence" link on the GitLab Confluence Plugin

Problem

Currently, when you are enabling the confluence for GitLab Confluence Plugin on a project, you are not prompted to sign up for Confluence. We can make this way easier for our users.

Proposal

Add a link with a message that enables sign up to Confluence.

Open questions

• Should this have a marketing UTM - YES: altOrigin=eyJpIjoiYjJlMDU0NjlkMjViNDZmOTk2Y2JiMzYxMDBjZWU4MjMiLCJwIjoiY29ubmllLWdpdGxhYi1pbnQifQ
• Can we do something better here if they are authed in?
• Can we drop them back to GitLab?
