Multiple of the same milestone per milestone filter on user issue/mr list

If there are multiple milestones with the same name, they will show up multiple times on the user issue/mr dashboards.

Two potential options:

• Collapse the milestones into one option. They all do the same thing anyway.
• Scope the filter to the project/group it belongs to and clarify the dropdown by including the path it comes from
