Backfill vue test coverage for assignees and reviewers

The test coverage is incomplete. I understand it is mostly a copy of existing code, and existing code doesn't have coverage for all the files you copied either, so I would propose creating a follow up issue where we backfill test coverage for the components in both assignees and reviewers modules.
